Fred C. Nelles was the first superintendent of the California School for Boys in Whittier, California (now known as Fred C. Nelles Youth Correctional Facility). He served for 33 years from 1890 to 1923 and is credited with transforming the institution from a punitive to a rehabilitative one. Under his leadership, Nelles implemented a variety of progressive reforms, including vocational training, educational opportunities, and physical fitness programs. He also emphasized the importance of mental health and encouraged the use of psychiatric treatment for troubled youth. Despite his contributions, Nelles' legacy is complicated by the fact that the facility he helped build became synonymous with abuse and neglect in later years. Nonetheless, his impact on juvenile justice in California is still recognized today.
